Hydrological Data Management System (hDMS)

Context

The Danube and Elbe river floods in 2002 caused the European Commission to face uncoordinated information from different sources and of different quality, which complicated the planning and organisation of aid to citizens.

In response to this event, the Commission assigned the Joint Research Center to launch a European Flood Warning System.

Solution

Soologic, in consortium with the Andalusian Environmental Information Network of the Environment and Water Agency designed, built, maintains and operates the Hydrological Data Collection Center which carries out the collection of Hydrological Data for the European Flood Awareness System of Copernicus EMS.

Hydrological data is collected, standardised and quality controls are applied for the calibration and validation of the model run by the European Center for Medium-Range Weather Forecast.

The four EFAS centers and their responsible bodies are:

Computational center – European Center for Medium-Range Weather Forecasts.
Dissemination center – Swedish Meteorological and Hydrological Institute, Rijkswaterstaat and the Slovak Hydro-Meteorological Institute.
Hydrological data collection center – Soologic and the Andalusian Environmental Information Network.
Meteorological data collection center – KISTERS AG and Deutscher Wetterdienst
